Approved Projects (85.7%) or 6 out of 7... so far.


If the Harvest Grove development is excluded from the calculation, the approval rate for site-specific rezoning requests to add apartments or multifamily housing since the January 2023 inauguration increases to approximately 85.7%.


Without Harvest Grove, the Town Council has voted on seven major property-specific requests to add or increase multifamily density, approving six and denying one.


Calculation (Excluding Harvest Grove)

  • Approval Percentage: 85.7%


The Council approved approximately 3,267 units across these six projects:


  1. The Ranch (Z22-05 & Z23-04): Approved for a maximum of 750 multifamily units.
  2. District at Cooley Station (Z22-14): Approved for 612 apartment units.
  3. Trax at Cooley Station (Z23-05): Approved for 568 units.
  4. Bella Storia (Z22-10 & Z24-22): Initially approved for a multifamily component; a subsequent amendment increased the count by 67 units, bringing the total to approximately 695 units.
  5. Aura at San Tan (Z24-20): Approved for a 357-unit project.
  6. The Lumberyard Project (Z22-16): Approved for 285 units.


The Single Denial


  • Modera Gabriella Pointe (Z24-10): This request to rezone land for a project including 10.53 acres of high-density apartments was the only major multifamily project formally denied by the Council (with a 2-5 vote in June 2025).
